Transition from Provisional to (full) Registration (TPR)

Teachers are initially granted provisional registration and are expected to transition to (full) registration within five years.

This involves:

  • demonstrating practice at the Proficient career stage of the Australian Professional Standards for Teachers
  • building a portfolio of evidence
  • working with a mentor (school or site leader or teacher colleague)
  • being observed in practice

Applications must include:

  • support from an evaluator and endorser
  • Statement(s) of Teaching Service (minimum 200 days / 1-year full-time equivalent)

Modified TPR (Early Childhood Context)

Where teachers work without a fully registered colleague:

  • the site director may act as evaluator
  • evidence is submitted directly to the Board
  • a TRBSA Project Officer provides guidance

Australian Professional Standards for Teachers

All teachers who hold provisional registration are judged as meeting the Graduate career stage of the Australian Professional Standards for Teachers (APST).

Upon transition from provisional to (full) registration, teachers are assessed (by a colleague and school leader) against the Proficient career stage of the APST.

AITSL provides resources which maps the APST to the Belonging, Being and Becoming: The Early Years Learning Framework for Australia and the National Quality Standard. (https://www.aitsl.edu.au/teach/early-childhood-education-and-the-teacher-standards)

Codes of Conduct and Professional Standards

All registered teachers and SAT holders must comply with:

  • TRBSA Code of Conduct for Teachers (February 2024)
  • TRBSA Code of Ethics for the Teaching Profession
  • Protective Practices for staff in their interactions with children and young people (October 2025)
  • Employer-specific Codes of Conduct

Renewal of Registration

At renewal (every 5 years), teachers must provide evidence of:

  • Professional learning: 20 hours per year (aligned to APST)
  • Teaching service: minimum 100 days over the registration period
  • Current and valid Working with Children Check
